The BRICS Expert Council–Russia, based at HSE University, was initiated by the Russian Ministry of Foreign Affairs and the Russian Ministry of Finance and established by order of the Government of the Russian Federation. Its purpose is to provide information, analytical, and expert support for Russia's participation in BRICS, particularly for preparing expert events held as part of Russian BRICS Chairship in 2024.

Key tasks:

  • Conducting expert, analytical, and research activities and providing organizational support on relevant political, socio-economic, and humanitarian cooperation issues within BRICS;
  • Facilitating international scientific and expert cooperation on multidisciplinary issues within BRICS;
  • Disseminating the results of the Centre's expert, analytical, and research activities, including through the preparation of scientific reports and articles, organizing and/or participating in reputable scientific and research-to-practice conferences, seminars, and expert round tables;
  • Contributing to the preparation and organization of events such as the BRICS Academic Forum, the BRICS Civil Forum, the BRICS International School, and coordinating activities of the BRICS Think Tank Council;
  • Creating a database of informational materials and publications on topics relevant to the BRICS activities and related issues.

On February 24, the Durasov House, a part of HSE University’s Pokrovka Campus, became the setting for a meeting of the Russian Chapter of the Women Twenty (W20) Working Group. Focused on education, the digital divide, and artificial intelligence (AI), the event brought together prominent experts, including Victoria Panova, Head of the BRICS Expert Council – Russia and Vice Rector at HSE University, alongside Evgeniy Terentev, Oksana Sinyavskaya, Maya Mlyakova, Fuad Aleskerov, Olga Savinskaya, and Sergey Kosaretsky. Together, the participants explored strategies to advance Russia’s scientific, educational, and technological initiatives on the global stage.

The International Education Observatory initiative, launched by HSE University to focus on expert evaluation, analytics, and joint scientific research, has successfully completed the formation of a research network across all BRICS nations. South Africa was the final link, with the University of Pretoria and the University of the Witwatersrand joining experts from Russia, China, India, and Brazil.

Victoria Panova, Vice Rector at HSE University, Head of BRICS Expert Council – Russia, and Russian W20 Sherpa, was honoured with the badge titled "For Contribution to International Cooperation."

The 1st Blind Football International Friendly Tournament of professional teams of BRICS countries and partner nations became the last athletic event of Russia's BRICS Chairship. The competition featured eight teams from seven countries: Brazil, Russia, India, South Africa, Belarus, Kazakhstan, and Turkey.
December 27, 2024
On December 8, 2024, HSE’s Pokrovka campus hosted the first HSE CS x BRICS Ideathon, organised by the Hackathon Club of the Faculty of Computer Science and the HSE Multilateral Strategic Projects Office. The event was supported by the BRICS Expert Council–Russia, which endorsed the initiative as part of HSE's activities in the BRICS Network University.

On 26-28 November 2024, Yekaterinburg hosted the closing BRICS Sherpas/Sous-Sherpas meeting under the chairship of Sergey Ryabkov, Deputy Minister of Foreign Affairs of Russia and Russia’s Sherpa in BRICS.

In September, the HSE Institute for Statistical Studies and Economics of Knowledge hosted an international working meeting with representatives from Brazilian, Egyptian, and Indian think tanks. The participants discussed opportunities for cooperation, including joint surveys, comparative studies, databases, and publications on foresight, technology, and innovation. It was also decided to draft a multilateral agreement to establish the BRICS Foresight Association.

HSE University International BRICS Competition Law and Policy Centre and the Competition Policy and Assessment Centre founded by the State Administration for Market Regulation of China signed a cooperation agreement. The parties agreed to come up with proposals for the development of exchange trade in goods and raw materials between Russia, China, and the BRICS countries.
