The main information channel about BRICS:

The BRICS Expert Council–Russia, based at HSE University, was initiated by the Russian Ministry of Foreign Affairs and the Russian Ministry of Finance and established by order of the Government of the Russian Federation. Its purpose is to provide information, analytical, and expert support for Russia's participation in BRICS, particularly for preparing expert events held as part of Russian BRICS chairship in 2024.

Key tasks:

  • Conducting expert, analytical, and research activities and providing organizational support on relevant political, socio-economic, and humanitarian cooperation issues within BRICS;
  • Facilitating international scientific and expert cooperation on multidisciplinary issues within BRICS;
  • Disseminating the results of the Centre's expert, analytical, and research activities, including through the preparation of scientific reports and articles, organizing and/or participating in reputable scientific and research-to-practice conferences, seminars, and expert round tables;
  • Contributing to the preparation and organization of events such as the BRICS Academic Forum, the BRICS Civil Forum, the BRICS International School, and coordinating activities of the BRICS Think Tank Council;
  • Creating a database of informational materials and publications on topics relevant to the BRICS activities and related issues.

On April 15, 2024 HSE University hosted a roundtable discussion ‘Africa and BRICS: Reflections and Prospects.’ The event featured leading experts from the South African Institute of International Affairs (SAIIA) Steven Gruzd and Gustavo de Carvalho and was moderated by HSE Vice Rector and Head of the BRICS Expert Council–Russia Victoria Panova.

On April 18, HSE University hosted a round table on “Environmental Conservation and Combating Climate Change: What can BRICS Offer The World?” The event was moderated by Igor Makarov, Ph.D. in Economics, Head of the HSE Department of World Economy, Head of the Working Group on Sustainable Development, Human Well-Being, Environmental and Food Security of the BRICS Expert Council–Russia.

On April 12, HSE University in Moscow hosted a round table of the Working group “Sovereign Economic and Financial Development” within the BRICS Civil Forum.

On April 12, the first round table of the Working Group “Education and Human Development” within the BRICS Civil Forum was held at HSE University's campus in Moscow. The event was moderated by Evgeniy Terentev, Director of the Institute of Education at HSE University and Co-Chair of the Working group.

On April 9, the first round table of the Working group “Culture, Sports, and Tourism” within the BRICS Civil Forum was held at HSE University's campus in Moscow. The event was moderated by Andrey Maksimov, Member of the Civic Chamber of the Russian Federation, Director of the Centre for Territorial Changes and Urban Development at the Institute of Applied Economic Research of RANEPA, and Co-Chair of the Working group.

Within the framework of the BRICS Expert Council—Russia, a roundtable discussion on intellectual property issues took place on April 8, at HSE University campus in Moscow. Mr. Alan Freeman, Co-Director of Geopolitical Economy Research Group in University of Manitoba; Secretary of Geopolitical Economy Research and Education Trust; Co-Editor of Geopolitical Economy Book series, Manchester University Press, and Dr. Victoria Panova, Head of the BRICS Expert Council and Vice Rector of HSE University, were present at the session.

Within the framework of Russia's BRICS presidency, the HSE University discussed various educational, scientific and technical initiatives of BRICS countries aimed at developing multilateral cooperation and strengthening the scientific and technological sovereignty of the countries of the association.

On April 2, at a press conference dedicated to the launch of the philosophical essay contest “Vision 2050 – BRICS People 2050 – How BRICS Would Change the World by 2050”, Viсtoria Panova, Vice Rector at HSE University, Head of the BRICS Expert Council – Russia, co–chairman of the BRICS Civil Society Forum, and Elena Topoleva-Soldunova, Co-Chair of the BRICS Civil Forum, spoke about the history of BRICS Civil Track, about the dialogue between NGOs of the countries participating in the association with the state and, in general, about the place and role of NGOs within the track.
